If just the 2 of you it's fine look up the poverty guidlines on here and that will tell you. Depends solely on how many in the household.

Household size doesn't mean "people that live in your house" it means people that the sponsor supports, who are her dependants. Please read the I-864 instructions where it talks about calculating household size. Her mother usually wouldn't be included in her household size so make sure you read the instructions to see if she actually counts as a "household member".
