Daughter who was born in Rangoon/Yangon, Burma/Myanmar is now a US citizen. She and her husband (also a US citizen) are filing for a green card for her 65 year old father. The father also was born in Rangoon/Yangon, but has been a citizen of France for many years. The father is now working in Bangkok, Thailand so the application is now at the American Embassy in Bangkok. He was interviewed and led to believe he would receive his visa/green card shortly. Now the Embassy has told him his application has been denied because his daughters birth certificate is a fake. However it is the original issued by the hospital in Rangoon at the time of her birth. The hospital is still there in Rangoon. However he has been told he and his daughter must now have DNA testing done. Why can't they just have the hospital verify her birth and certificate. The Embassy in Bangkok merely says that the American Embassy staff in Rangoon looked at it and said it was a fake. I have seen complaints in the Bangkok Post about the very bad service given by the Embassy to Americans, Thais and foreigners alike in Bangkok. They have agreed to to take the DNA tests but is there anything else he can do? By the way when the father was interviewed the woman tried many ways to discourage him including informing him if indeed he did move to the US he would be subject to the military draft. (He is 65 years old and the US has not has a draft in many years)

In what the consulate considers high-fraud countries, the CO is likely to say nearly anything to discourage you or possibly accuse you. During my wifes interview, many people were accused of providing fake documents which were probably legit. Keep trying to get past this hurdle. The embassy will document their denial in their system which will be brought up in the follow up interview.
