my fiance was there yesterday and he asked if he can hand deliver and they said to email when he's done with form and they will give a day and time when he can drop off. The same way he got a day and time to pick up packet 3, which he never received in the mail. I don't trust the mailing system down there.

Can you send via DHL?

Its a local delivery for DHL. The best thing would be is to contact the DHL location and ask if they deliver packages to teh embassy.
