So I contacted my local congressman's office, gave my receipt number to them and they said they will follow up for me.

What do they do actually? The same process as we do or something else?

They get your information and presumably have an official contact point within an agency who extends them the courtesy of an inquiry into whatever issues their constituents have. They do not want to appear as if leaning on any agency, but just making an innocent inquiry will do. Some have a beautiful rapport with them, and can get things done which you and I may not easily get done. It all depends on that key word "rapport". Hardly will they themselves, if at all, contact agencies, but their staff people do it and they are pretty good. If you want to be remembered, get on their mailing list, or offer to vounteer, although that should not in any way be interpreted as a pre-requisite for their services. Contact them about issues that affect/interest you.
