I called NVC today, got my case number and IIN. Used that information and paid the fees of $88.00. With all the information avaialble, I am a bit confused on next steps. When I read the EZ guide, this is what it says:

1) After receiving the case from the USCIS, NVC assigns a case# (NVC Case#)

2) Call NVC at 603-334-0700 to get NVC Case#, to provide both the petitioner and beneficiary email ids and to get IIN (Invoice Identification Number)

3) Email DS-3032 (Choice of Agent) by the beneficiary to NVCINQUIRY@state.gov making the U.S petitioner as the agent (Email format: http://www.visajourn...il_DS-3032_form)

As I've mentioned, Ive done steps 1 and 2 above. so what im conused about is in step 3 stated above, how does one get the DS-3032. Is that emailed by the NVC to both the petitiner (myself) and beneficiary (husband). Or can my husband just download the form in the link above, and email the NVC? Lingche's NVC short cut says "attempts to mail or email DS-3032 before it's been generated are useless. It's like trying to pay a walter bill for house that hasn't been built yet. " So i am just a bit unsure whether my husband can send in a downloaded ds-3032 without a bar code and such or should we wait for the NVC to send it to him?

I emailed them mine about three times and just in case I mailed them hard copy signed by my wife. You can download the form, fill it out, let

the beneficiary sign it and mail hard copy to NVC. I think you can send email version few days after you have paid AOS fee.

If you already have the IIN and have already paid the $88, I'm sure your DS-3032 has been generated...you probably just don't know. As the LingChe shortcut indicates, I would strongly recommend both emailing the DS-3032 and mailing the hard copy...1) for emailing it, follow the instructions in the link you have about EXACTLY. This is not a form to download, you simply type the message very precisely in the body of the email. Also as LingChe suggests, I would use more than one email address. I personally sent mine from 4 different email addresses just to be sure at least one of them got past the NVC spam filters. By the way, I did not get any auto notification that any of the 4 were received. It took them about a week to respond to 2 of my 4 emails, both telling me the DS-3032 was accepted. This is the main reason why I also mailed it, just in case. 2) for mailing it...hopefully you have a signed hard copy from the beneficiary already? If not, your best bet at this point is to hope for the email to work. If you do have a signed copy, follow the LingChe instructions EXACTLY to create your own bar code to paste at the top of the form.

You really want to make sure you nail down this DS-3032. At this point in the process, it will hinder your progress until they accept it. You will not be able to pay you IV DS-230 bill or submit you DS-230 until they accept it. You will be able to move forward with your AOS package as soon as your $88 fee is officially marked paid, but your DS-230 is dead without this DS-3032...so if I were you, that would have all my attention right now....good luck.

I emailed mine the same day that I paid my AOS fee....both on Christmas Eve...no issues.
