What are the grounds for administrative review?

My thought about this is : Interview is just for formality. I am just wondering why they can deny a visa if the papers/ documents underwent a thorough review from the USCIS and NVC? If a visa will be denied it should happened right at these 2 agencies. But, what would be the grounds for administrative review? I guess when a couple is married for 2 and a half years, like us or more, there should be no tough investigation especially if the documents are complete and very well accomplished.

September 2007 - We started chatting

January 11, 2008 - He visited me here in Philippines

January 18,2008 - Our engagement ceremony

July 14,2008 - his 2nd time here in Philippines

August 08,2008 - Our WEDDING

August 2008- December 15 2009 - We lived together here in Philippines.

December 15, 2009 - He went back in Colorado ( my saddest moment)

March 27, 2010 - I-130 sent

April 09, 2010 - NOA1 received

September 18, 2010 - NOA2 received ( major major happiness )

October 04, 2010 - NVC received / case number assigned

October 08, 2010 - Received AOS bill

October 11, 2010 - AOS bill paid

October 15, 2010 - AOS status "paid"

October 22, 2010 - IV- bill received

October 23, 2010 - IV bill paid

October 27, 2010 - IV bill status "paid" DS-230 packet sent

December 01 - 02, 2010 - Medical exam ( passed)

December 17, 2010 - NVC case complete! -)

February 01, 2010 - Interview ( 8:30 AM)

The first stage basically decides that you are eligible for the visa for which you are applying and to do preliminary background checks. They don't really get into the authenticity of your relationship until the point of the interview. There are many people who have been married for years and have been denied, you need more than just a piece of paper that says you got married 2 years ago. What has happened in the meantime to keep up this marriage. However, if you do have extensive proof of this relationship as you stated then you probably have a pretty good chance provided you present yourself and the documents in an organized and easy to understand fashion.

Things can look different on paper than they do in person. The interview is as much to see how you act in the face of certain questions, can you confidently explain how you met? Would you lie to them (say if they asked a question they know the correct answer to and you gave a different one)? All these things are very important to CO's. Its also a chance for you to explain something that might not be clear to them. Most of the time its fairly standard and nothing bad happens.

Its just all part of the process, like sending a bajillion passport sized photos and listing every place youve lived since you can remember... just relax and try to enjoy the ride.

The interview is where the visa decision is made. USCIS petition approval only indicates the foreigner can "apply for" a visa. NVC, makes sure the papers are in order but makes no visa decision. The interview is where you actually apply for the visa and the interviewing Consular officer is making the decision about granting the visa, based on the interview.

Facts are cheap...knowing how to use them is precious...
