Production would decline, and countries may not be able to meet local demand causing imports to drop. That along with very high shipping costs should slow globalisation with the exception of telecommuting.

I'm thinking more in terms of the unknown amount of dark fiber that lies underground, under land and under the sea bed, that could be activated for something like that. It could totally revolutionize the way we do business and in the end would simply globalize us more, not less.
