Paul has a point - the 2% raise is just for one year which means at the end of 2011 everyone gets a 2% paycut so you may all be better off simply pretending the raise never happened.

That's the intent. Let people have that extra 2% - too little to notice for many and most likely to be spent. While small on the individual level, it's large in the aggregate and it'll go on for a year vs. the shot-in-the-arm effect a stimulus check would have. All at once, poof, gone.

I don't see how it's most likely to be spent. I'm not raising any of my fixed expenditures in 2011 because of this raise, nor am I going to go buy discretionary ####### at the mall because of it. It will sit in my bank account until the next time I have a big purchase to make (which won't be in 2011, wait it might be).
