if you read the form it says send photocopies only unless otherwise specified. the birth certs are supporting docs so only photocopies are asked for. yes it's ok to photocopy them.

If you are worried about the legal statement not to make any duplicates, then if it is not too difficult, get new originals and send those in. Never send in the only originals... USCIS will keep them and never return them to you...

Like someone else mentioned, copies only. We sent in a copy of our Daughter's BC and didn't have any issues.

Yes a photo copy is fine by USCIS, if they question the copy they will request to see the originals.

USCIS no longer routinely requires submission of original documents or "certified copies." Instead, ordinary legible photocopies of such documents (including naturalization certificates and alien registration cards) will be acceptable for initial filing and approval of petitions and applications.

Note I-751 requires a photo-copy of the green-card, even though you are not supposed to make copies of it.
