Can a grandparent, Who is a U.S citizen, petition to bring a grandchild to the States?

Has anyone received a visa through this process? If so how long a wait is it?

Nope:

Grand parent can file a petition for their son or daughter, and the son or daughter would file for the grandchild, this will take YEARS.

No, he is my nephew, my sis (his mom) is deceased.
