YES!! Apparently, all the documents have to go through China Customs.

People on the forum say, they just let them sit in a warehouse until they are ready to ship the documents to the Consulate.

I would call and talk to another Tier 2 officer. Once you get the same response from 5 officers, then you'll know you have the correct answer. Try calling late in the evening (I think they are open until 8PM) for shorter wait times.

They CAN see if the case has been transferred to a local office. Some officers just choose not to share the information.

It may not have been transferred, in which case they should tell you they don't see that it was transferred, but not that they don't know if it was.

The service requests can take couple of months to get a response to. Not useful.

Cases are usually transferred within the first couple of months after filing. Then they sit there until that office is ready to review them. How they choose in which order to work on files is not clear. It's obviously not in the order the cases are filed.

There is really not much you can do to speed things up. If you really want to know where you case is, you could try contacting your congressional liaison (search for it here on VJ). They have contacts at local offices and can check if your file is there.

Ok, I spoke to tier 2 again and the officer was nice enough to tell me more info. She said since my parents are still living in Cambodia, her case will be approved by NBC and then transfer to Cambodia Embassy and will not transfer to my local office in Philadelphia. She also told me it's usually 8mth for approval. So maybe in Jan 2014 i should hear something ???? crossing finger

I called tier 2 again today different answer from what i got the last time. She said there is no way they can see when my case will be transferred to my local ofc. And missouri is so backed logged and it might be til 9 mos which is november. Different answers every day!

I still don't understand what's going on. Or rather, what's going on with my case. If I have no idea whether it's at NBC or my field office, that info does me no good... I guess if I do not receive the approval before the end of October, I can assume it's still at NBC and I have to wait up to 12 months?

It's not just missing my mother. She is in a very difficult situation there, not quite refugee scale, but bad enough, and she needs out! And my little brother needs out ASAP due to several humanitarian reasons.
