This is how the process is supposed to work:

On your NOA2 letter is the web address for information about processing your case.

http://www.travel.state.gov/visa/immigrants/types/types_4323.html

Click on “Select NVC Case Number”

Select “MNL – Manila”

Click “US Embassy/Consulate Specific Information”

This page provides some general and contact information –

After reading this click on the link –

http://manila.usembassy.gov/wwwh3238.html

Read this and scroll down to the link;

“K1 Interview Preparation Instructions”, English or Tagalog

This will take you to the “Package”

Follow the instructions contained in the “Package”

Quote:

“The waiting time for an appointment date is approximately three (3) to five (5) months from the date the case is “documentarily qualified.” As soon as an appointment date does become available, NVC will forward the case to Embassy Manila. NVC will also send the petitioner and/or the authorized agent/representative an appointment package.”

Note:

In reviewing VJ’ers processing times in Manila the wait time is typically between 1 and 2 months.

I am unaware of anyone that has received an appointment package.

If you have not received the NOA2, but know your MNL number, you can still go through this process. (we received our NOA2 three days after we scheduled our interview appointment.)

The Confirmation Sheet (letter) is the golden ticket for entry. Now, that does not mean that you will not come across a security guard or other person that is having a bad day and just wants to be an A-hole, by demanding some other document.

Schedule the appointment first, is what usually happens.

Hi lilj562...

Congratz on your NOA2 approval!

In a nutshell, here's what you need to do next:

> When the U.S. Embassy Manila receives your physical case file from the NVC, the Embassy will enter it into their system, and then send the beneficiary this letter, which the Embassy calls Packet 3. This is the letter which informs the beneficiary that they are eligible to schedule an interview.

> After the beneficiary receives their eligibility letter (Packet 3), then the beneficiary pays BPI the $350 visa fee. After paying the visa fee, either the petitioner or the beneficiary schedules the interview. The interview can be scheduled either online or by phone.

> When you schedule the interview, you will get a confirmation sheet. The beneficiary will take this confirmation sheet to St. Lukes in order to be admitted for their medical exam.

> Complete the medical exam about one week before the interview.

Note #1...The script-readers at the Embassy's call center are noobies who are giving out a lot of misinformation.

Note #2...The medical exam does not need to be completed before the interview is scheduled.

Note #3...The beneficiary can be admitted into St. Lukes for the medical exam without the interview confirmation sheet. The beneficiary can complete the medical using your NOA2 and your NVC letter. Some VJers have reported that the medical can be completed with only the NOA2. However, I have not seen reports of anyone using only a NOA2 to be admitted for their medical exam since the Embassy started using their new interview appointment process on December 1, 2010.

Note #4...It's possible that your case may slip through the cracks and the Embassy will not send you an eligibility letter. If the Embassy does not send you an eligibility letter within a few weeks after the NVC sends your case file to the Embassy, then it's time for you to call the Embassy and find out whether they have entered your physical case file into their system. When they have entered your physical case file into their system, you will be allowed to make an interview appointment.

I hope this helps.

Tahoma, Do some people actually receive the "packet 3"? I do not know of anyone that has received it since the transition to the new system on December 1st.

Maybe the Embassy was good about sending the packet before that time, but to me it appears that sending the package is one of those details that has slipped between the cracks.

We have not received it yet and so many others that I have talked to are sitting around waiting for it too.

Did you guys(you and chinook) receive it? When? I mean when in your process did you get it? Was it before December 1st?

My main point here is that our case was sent to the embassy on or about December 1st, the embassy received it on December 8th, we were able to schedule our appointment on line on December 14th. If we had waited for the packet to arrive we would still be waiting (it's Dec 30, now), we would not have the information on what documents to get together, we would not have the information about setting up the medical exam, and we would not have the information about how to schedule an appointment. We would still be sitting here waiting to start all of this process. As our time line shows, there is no need to wait so long, unless of course we were an exception or processed faster then others. But that does not seem to be the case since others that take the initiative to move forward in this process have been successful in scheduling.

Thanks again for all your help.

^ The question of whether the Embassy still sends out eligibility letters has crossed my mind too. It's a good question and a question worthy of it's own thread.

I haven't been keeping track of who has or hasn't received their eligibility letter from the Embassy. Indeed, the Embassy sent eligibility letters to beneficiaries before the change-over on December 1.

I'm thinking that Chinook did not receive an eligibility letter because we shortcut the interview-appointment-making process by getting our MNL case number and scheduling an interview as soon as our physical case file was entered into the Embassy's system. Since we had already scheduled an interview, maybe the Embassy felt there was no reason to send us a letter telling us we were eligible to schedule an interview.

The same set of circumstances may explain why we haven't noticed anyone on VJ currently receiving their eligibility letter; they are all shortcutting the system. No one wants to wait for the Embassy to send the letter. Everyone wants to schedule their interview and get their visa as soon as possible for obvious reasons. ;)

The main reason why I believe the Embassy still sends out eligibility letters is common sense: to notify people that they are eligible to schedule an interview! Why else would they have an eligibility letter? Why would they have updated that letter to reflect the changes that took effect on December 1?

As always what you are saying makes total sense. I agree with you 100%. That would explain why I and others have not received the letter/packet. Want to start a thread? LOL

My girl lives in San Miguel, the middle of Bohol. She says she has never recieved any mail while living there. No appointment letter nor did she recieve the letter from the Immigrant Visa Unit that said she needs to call.

It was 13 days after Manila recieved our case file that we were finally added into the system.

I think there should be a sticky about "what and how to do" after NVC forwarded your file.

Also, the fee at BPI can be paid before interview or medical. I paid ours 1 day before our file arrived at the embassy. It is tied to her passport.

Wow... I have already forgotten so much about immigration. Time flies and memory fails. Our baby is now 5 and a half months old. I hope he has a better memory than I do...
