My maternal uncle put petition(F-4) in august -2003 and it was approved on October -2009 , how much time it will take now for visa ?

more , sir when my uncle put petition i was 16 years old , right now i am 23 years old , so can i get chance of CSPA act ?

and i got rejected twice for student visa of USA , may be because of my petition file , so what is the best option for me whether to wait for mother's immigration file or should i try for Canada ? or any other chances for USA?

I think you should be qualified..Right now they are processing Jan 2002 and u might have a year for ur chance..Student visa is no way related to Family Based Visa.

in your category, NVC is processing now upto 01JAN02 of Priority Date. According to Visa Bulletin, last 3 months PD was stuck in 01JAN02. Your PD may be Aug2003, so u r behind also 1Y8M. as per VISA Bulletin, ur mother need about 2+ Years to completed the whole process in current situation. But I am afraid, u have no chance to get visa with that petition. If I m wrong, please correct me.

thanks for reply , i have made a post in f4 category also , @aqwer - thanks , but recently i got to know that there is one act CSPA according to which i will get benefits up to 2104 , that's why i am confused . it's no mean to go to canada if my family is shifting to usa.
