Receipt Number Not Recognized

Hi

When I log into USCIS site, and type my receipt number I get a message saying my number not known..etc

I call USCIS and operators have to transfer me to another tier because they can't validate my number.

when I talked to the officer she said it takes several weeks for it to show up online and for the customer service person to see this..

So I assume no one has even looked at the document for I-130??

My receipt is not recognized either. Apparently some never are. What I would like to know is how the heck did you get to talk to a person at USCIS? I can't figure out what numbers to select to speak to a live person.
