I'm assuming your documents are original certified copies from issued by the nonUS country. They gave me this same issue. I sent them the original divorce papers of my husband. Which was printed on plain paper with a stamp that said certified copy of the issuing state. They did not accept it. I called NVC and insisted on that it was the original document that was given to him and it said certified copy on it. They said they will put in a note to reveiw it and call back in 10-15 days. I still received the RFE.

So I requested another certified document. And what I just received in the mail looks much prettier and more legitimate. Pretty colors, red and blue fibers, irridescent seal...I believe they will be much more pleased with this.

Our last interveiw they request another birth certificate for my husband and the new one had more security measures on it. Some of these documents are old and can be easily forged. In my experience requesting new documentation means that the new security technologies will be used to produce the document.

So yes. Wait for the RFE. Get your paperwork apostilled and send them what they want. Don't just wait and hope that they will change their mind about your documentation. In their eyes they didnt make a mistake.

Odd, the documents I sent were on pretty paper as well, certified and everything, sorry that they gave you a hard time too... I can't believe that certified copies from El Salvador still don't make the cut.. Bummer, stupid government won't begin working until Jan. 3 of 2011 and well, I can't get anything apostilled until then... This is infuriating..

Okay everyone, great news, I called NVC around 11 am today and asked what was my case status. If the supervisor looked at what I sent for further review, etc and the lady said, "Actually it looks like your case is on it's final stages and we're finishing everything up here. The supervisor looked at what you sent and it was acceptable." I literally freaked and said, "You're kidding! Oh wow! That's awesome!!!!" lol So, all I wanted for christmas was for NVC to tell me that I was a step closer to getting my husband here by my side... It was late, but I got it... I'm relieved... All I have to wait for is for them to notify me when it's done and when my husband's interview date is... I'm so glad... This was a miracle... NVC did make a mistake :)

I called NVC today and it was all a mistake! Whoo, the supervisor said my documents were acceptable and that now my case was in it's final stages. My goodness I got extremely lucky right? What's the next thing I should expect? I'm a step closer to getting my beloved husband here! It's been almost 5 months since I've last seen him in person.... :/

Ok so NVC did make a mistake for all of the people that are browsing at this topic! Whoo, they took the certified copies of my husband's birth certificate with no apostille or anything (just issued by town hall) and the marriage certificate. They closed my case today and are now working on giving my husband an interview date! Miracles are possible!

I know this is an old thread but this happend to me! I sent in our marriage certificate issued from town hall in the village in France. It's just plain with a stamp on the back. I talked to the town hall and they said that's it and if they issue another one it's going to be the same...I'm stressed about it and hope I have as much luck as you.
