This happens everywhere, people aren't used to the conditions, collisions occur. It really is that simple. Your attempt to suggest that california drivers are are worse is ignorant at best.

Sometimes it actually fits... In something like driving, you're very much in control. Perhaps I was taught differently than most people (I suppose going to a private driving school versus a public education one helped), but if there's one thing that was instilled in me when to be extra cautious, it was during inclimate weather...
