Yes, as long as you are comfortably over the x3 guideline.

Also, not sure about your specific consulate, but many require the assets to be US based.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Yes, as long as the assets are in the USA, and total 3 x 125% poverty line. ($54,636 -- $62,850) MORE if supporting more than just spouse.

Note, the consulate may not use this as an absolute measure, they consider the totality of the support situation and can reject the I-864 even if you meet the minimum.

Also in DCF cases they will require evidence that US Citizen has not given up US domicile.

All of our assets are in the US and in cash

As to the domicile issue the US citizen must have foreign domicile to even qualify for DCF? The consulate lists our iqamas (resident permits) as proof that we qualify to file.

Having a foreign residency permit is not the same as maintaining US domicile.

My understanding of the requirements is in line with your post. We wish to move home after 2 1/2 years in the Saudi oilfields. In order to do that I have to re-apply for a green card. We never banked anywhere but in the US. We never invested anywhere but in the US. Our cars are still there (hmmm we bought one in June of this year as well sigh) My question is whether cash assets are enough to self-sponsor and return home with or do we have to seek a sponsor.

It APPEARS as though cash assets would be accepted.

1.He or she has taken steps to establish a domicile in the United States;

2.He or she has either already taken up physical residence in the United States or will do so currently with the applicant;

3.The sponsor does not have to precede the applicant to the United States but, if he or she does not do so, he or she must at least arrive in the United States concurrently with the applicant;

4.The sponsor must establish an address (a house, an apartment, or arrangements for accommodations with family or friend) and either must have already taken up physical residence in the United States; or

5.Must at a minimum to state that he or she intends to take up residence there no later than the time of the applicant’s immigration to the United States.

Although there is no time frame for the petitioner to establish residence, the sponsor/petitioner must in fact, have taken up principal residence in the United States. Evidence that the sponsor has established a domicile in the United States and is either physically residing there or intends to do so before or concurrently with the applicant may include the following:

1.Opening a bank account; Done

2.Transferring funds to the United States; Done

3.Making investments in the United States; Done

4.Seeking employment in the United States;

5.Registering children in U.S. schools; (our daughter is 2 LOL)

6.Applying for a Social Security number; Done

7.Voting in local, State, or Federal elections.

Having a foreign residency permit is not the same as maintaining US domicile.
