In a word "NO"..

Petitioner is always required to be a sponsor. If petitioner's income + assets are not sufficient then a Joint sponsor will be needed.

You posted this to DCF, be aware if petitioner gave up US Domicile, they will be required to re-establish it before visa interview, I-864 requires US domicile.
