Visa Retrogression vs October Fiscal Yr

Hi I am one of those who thought we could bring our families early next year but then Visa Retrogression happened.

My main question or topic I wanted to be clarified at is the relationship of fiscal year starting October to the recent Retrogression.

If my previous researches were true, then is it safe to imply that just after 2 months after the start of a NEW fiscal year last October, visas are no longer available? Does this mean that we have to wait for October for a new batch of visas?

I-130 Approved : 2010-09-15

NVC Received : 2010-09-30

Received DS-3032 / I-864 Bill : 2010-10-01

Pay I-864 Bill 2010-10-01

Receive IV Bill : 2010-10-20

Pay IV Bill : 2010-10-15

Case Completed at NVC :2010-12-9

Failed to sign at NVC web :2010-12-21

Interview 08/02/2012

RFE DNA/ did the DNA test req 8/2/2012

8/3/12 Collection kit was mailed in Tirana embassy (for my brother)

8/13/12 my brother was called at the embbasy. and the kit was mailed out to DNA center in California.

9/7/12 The results mailed out to Tirana Embassy

9/14/12 embassy called my brother to mail his passport to get his visa.

DNA journey lasted 6 weeks

Retrogression is like a hold , they went back by six months of their processing to Jan 2008 . There will be very slow movement. So if you any recent 2010 priority date you might not get interview before oct 2011 same thing can happen like this year. The main issue is limited number of visas per year

What happened those cases who already got interview date & PD in Feb, 2010??:innocent:

I knew a guy from Bangladesh, his wife got interview date on January 17th, 2011 & PD is FEB 2010. Does it mean interview date just being a part of case processing? Interview is nor guarantee a visa or neither sure for assigned visa number. May be Embassy issue visa case by case. It is totally internal matter.:star:

12-28-2012: NOA RECEIVED

01-08-2013: BIO-METRIC COMPLETED

01-14-2013: INTERVIEW IN LINE FOR SCHEDULED

04-10-2013: INTERVIEW SCHEDULE AT 7:30 AM, TAMPA OFFICE...APPROVED:)))

04-23-2013: OATH CEREMONY AT TAMPA 1 PM...FINALLY USC.....

I think if you filed before the retrogression occur you are basically "in the door"it means that your are already in the line to wait for your turn.But the case is they will not schedule an interview unless the priority date is current.Also those who are filed to adjust their status if you are already in the US at least they can process and give a employment Authorization renewable each year.
