Does anyone know if I go to the local USCIS office if they will give my wife a I-551 stamp? Right now my wife's green card hasn't arrived(which was supposedly mailed in October) so she doesn't have anything to prove she is a permanent resident if she wants to go visit her family. Is the only way if the I-90 is submitted first or will they give her the stamp anyways?

Based on this VJ member's experieince it seems that you will have to file the I-90 and pay the replacement fee. >>> http://www.visajourney.com/forums/topic/286693-in-case-the-green-card-doesnt-arrive/

When I spoke to my local USCIS office about this, they said they would issue the stamp if we came in and showed evidence of imminent travel plans. You'll still need to deal with getting a replacement green card though.
