I know it is not prohibited for my Ukrainian wife to obtain a tourist visa and visit me here in US while our CR1 spouse visa is in the progress.

What are the ramifications of this, besides being possibly denied the entry on the US border? How might this affect the CR-1 decision process. What is the length of stay possible?

If she gets the visa she probably will not have issues at the POE.

Waste of time and application fee is the worst case.

6 months is the normal entry.

She's not prevented from paying the application fee and going to the trouble and expense of interviewing for the visa but the law requires the Consular officer making the decision to consider her to have immigrant intent, until she can provide compelling evidence to the Contrary. That evidence needs to be far more compelling when she has a US Citizen for a husband. The kind of evidence they are looking for would be significant "WEALTH" she's leaving behind. It would also help if she was leaving some small children behind. The chances are really slimmest and none. Expect you'll be doing the travelling for any visits.
