Does Kazakhstan require parental consent for 16 year old step children to accompany thier mother? Is it a cr-2 they will get? Also will the US ask for parental consent at any point in the process?

The US will require parental consent for any parent who is not a US citizen. It's part of a UN agreement between nations to stop international child abductions. If you are married and the father is not a USC then you must gather a legal release to emmigrate the child. God bless you.
