My fiance and I met online in May. I traveled to Dubai in October and spent 2 weeks with him. We knew right then and there we couldn't live without each other. Is this enough? I see many people have met each other several times. Is this enough? And what is being looked for as far as a description of how we met?

yes you met each orther physically,thats proof enough, your passport stamps photos togather, boarding pass,

It's definitely enough to file, though another meeting or two before the interview would help with your approval chances.

I intend on attending his interview. I cannot get more time off work to go and visit before then. However, we do talk on the phone everyday, and I have phone records to prove this. Will that be helpful in getting us approved?

For USCIS you only need to meet once. But.......check out your country-specific Regional Forum (located down this page) and see what are the Embassy requirements for couples. You may need more to have the visa granted at the Embassy.

A lot of couples have only one visit. That is all you need to show USCIS to have your I-129F approved. When you get to the consulate, then you have to show you have a bona fide relationship. Multiple visits would help, obviously, but there are other things you can use to prove that---phone bills showing you call each other, chat logs, emails, anything that shows you regularly communicate with each other even when you are not visiting. However, as Baron suggested, you should check the regional discussion branches for information on your specific consulate.
