It is not good who is unable to enter into NVC by the end of December. Whoever already entered NVC and got DS-3032 and I-864 have no issues.

Interview and visa# has no connection.

Visa# is available to numerically limited visa categories at NVC stage. If visa# is available, then only NVC will generate DS-3032 and I-864.
