I just called DOS(202-663-1225), I have asked about my case is any visa number has been attached to my case yet or not. Since i have been talking all these retard NVC operator, didn't get the right answer from them. Today I got answer for all of us:

VISA NUMBER ALLOCATED FOR CP PROCESSING:

VISA NUMBER IS SET BY ACCORDING TO PRIORITY DATE. IF YOUR CASE COMPLETED BY NVC, NVC ONLY SCHEDULE YOUR INTERVIEW DATE. EVEN DOS WILL NOT ASSIGNED VISA NUMBER TOO. IT IS AUTOMATICALY SET BY ACCORDING TO PRIORITY DATE. IT IS LIKELY LOTTERY FOR US NOW. DOS ALSO INFORMED THAT RETROGRESSION WILL EFFECT EVERYBODY'S PRIORITY DATE. SO IT WILL BE A DIFFERENT ANSWER FROM NEXT MONTH FOR ALL OF US WHO'S PRIORITY DATE IS NOT CURRENT. IT WILL ALSO BE POSSIBLE NOT TO GETTING ANY INTERVIEW SCHEDULE FURTHER.

WHOEVER GOT THE INTERVIEW DATE ON JANUARY, BUT PRIORITY DATE IS NOT AVAILABLE, THEY HAVE CHANCE 50/50.DEPENDS ON EMBASSY AND CASE BY CASE.

WHOEVER DOESN'T SCHEDULE FOR VISA INTERVIEW, THEY HAVE ONLY 10%-15% CHANCE TO GETTING SCHEDULE INTERVIEW.

SO PRAY HARD AND HARD AND HARD TO GET EVERYBODY'S PRIORITY DATE BECOME CURRENT ON FEBRUARY VISA BULLETIN.

You know what bad part of it...even they(DOS computer) have assigned the visa number for the case, They will take off from next month if your not current PD. They are blocking all the visa number they have assigned according to priority date.

best way is get the citizenship and then get a visa for a spouse like IR or CR, they collected fees and it is good for 1 year. my case was completed on 11-10. i should have gotten an interview for december or january, but they knew about "retrogression" and did not schedule on purpose, my embassy in tashkent is not busy!!!!!!!!!!!!!!!!!!they just needed money. screw this country, and I am leaving this country.

what has happened to us by this retrogession, really bad. It has affected thousands of families. Wish those policy makers would know how it feels like to be aparted from the beloved ones, then we may not have this situation anymore. But they are not unfortunate like us to realize it. So we have no options but to keep patience & pray.

Q The cutoff date for many visa categories is going backward. What does that mean? I checked the U.S. State Department Visa Bulletin for January for the Second Family Preference-A category. It says that for my country, the cutoff date for a spouse or unmarried child under 21 of a permanent resident will be Jan. 1, 2008. The December cutoff date was Aug. 1, 2010. How will this affect people who have priority dates in September 2010 and beyond?

A Individuals in the Second Family Preference-A category with priority dates in September 2010 may have a few years to wait before they can get permanent residence. It seems that the State Department estimate of visa availability was off. The cutoff dates in many family categories will go backward in January. That's a big disappointment for many who hoped to get their visas soon.

Sometimes the cutoff date for the quota in a particular category goes backward or retrogresses. When that happens, individuals waiting for a visa in that category must simply wait for a visa. An immigrant visa applicant in a family preference category can't get a visa unless their cutoff date is "current." That is, a relative filed a petition for the applicant before the cutoff date in the visa bulletin. This month, individuals in the Second Family Preference-A category are getting visas only if their relative filed a petition for them anytime before Aug. 1, 2010. As you note, the cutoff date is moving backward or "retrogressing" to Jan. 1, 2008. Telling how long a person in the Second Family Preference-A category must now wait for permanent residence is impossible, but two to three years is a good guess.

You didn't read my previous post yet. AILA( American Immigration Law Association) already confirmed follow message. Even it says that such case like us completed at NVC & waiting for interview date. We may get the interview date, US consulate office only issue those visa whose are current of that month. DOS/US Consulate will block all those visa number from January if the petition doesnt meet the current priority date.....Now they are doing worst things for LPR..

Here is the Topic again for you:

The Department of State's (DOS) January 2011 Visa Bulletin retrogressed the cut-off dates for a number of family-based categories (AILA Doc. No. 10120964). Immigrant visa applicants who have cut-off dates that retrogress on January 1, 2011, must complete their immigrant visa processing and have their immigrant visas issued on or before December 31, 2010. DOS cannot issue an immigrant visa as of January 1, 2011, unless the applicant meets the January Visa Bulletin's newly-established cut-off dates.

The DOS Visa Office (VO) allocates blocks of visa numbers to posts for their use each month. The allocations represent applicants who have been reported as documentarily qualified and eligible for an interview during that month, based on the newly-established cut-off dates. The allocated numbers are not reserved for applicants whose cases cannot be finalized and issued during the original month of allocation/interview. At the end of the month, posts are required to return any unused numbers to VO, which are reincorporated into the pool of visa numbers available for future allocation. Applicants are always subject to the cut-off date that applies to their visa category at the time when visa issuance could occur. Therefore, if the immigrant visa cannot be approved by the end of December, applicants will need to wait until the priority date is within their established cut-off date to receive their immigrant visas.

Dont be ridiculous now..... Who is considered "us" and what's not to understand? It's US immigration it has it's history (costly) nothing is different time and has improved example - QUICKER in many visa categories like F2A and F4). There's an issue? I sure hope not.... It's US immigration it has it's history (costly) nothing is different time and has improved example - QUICKER in many visa categories like F2A and F4). There's an issue? I sure hope not.... We Just cant understand USCIS/DOS visa processing. As a country, we all immigrants came here for oppurtunity & making our life better.

I want to do some math here...

Lets say,

USCIS adjudicated each day 300 cases for F2A category( except F1/F2B/F3/F4 ).

Per year cases should be (365X300) = 109,500

Visa Available for per year for F2A= 114,200

I havent count how many cases has been upgraded to IR1/CR1.

Even USCIS per year trend for I-130 is 500,000( Including all category), Remember highest I-130 case adjudicated for IR-1/2/5 category.

I just dont get DOS/USCIS policy for visa availabilty..........??

Dont you think DOS is using wrong mathmetical term....

Atleast F2A should be current above mathmetical term.

All i can say DOS is not doing their promises

Agree.... There shouldn't be a need to retro to any year because they should be processing apps going forward... How do they have all these cases from 2008 that's missing information or processing... Hmmmm I just dont think on it. Sure I maybe affected as we are about to submit an application to uscis for my 15 yeast old bro.. F2A.
