When Do I send I-864 for my wife outside of US?

According to USCIS website: If the intending immigrant will apply for an immigrat visa at a US Embassy or Consulate overseas, Complete I-864 when it is mailed to you from the NVC.

I am US citizen living in the States, and will send out I-130 soon. (My wife is living outside of US).

I called USCIS about this issue today. I spent for more than 20 minutes on the phone and the guy on the other end of the line knows nothing.

Should I just send out I-130 only right now or should I also send I-864 with I-130?

now you can file 1-130 when you get the noa2 4 to 6 months later, then ds-3032 choice of agent where you want your papers sent to, then yor 1-864 you need to read the vjwiki guides for spouse,

General steps are:

1. Submit I-130 and wait for approval of your petition, it will take months;

2. With I-130 approval, you will receive a case number;

3. Submit DS-3032. If you want electronic processing, then sumbit DS-3032 by email and wait for a new case number;

4. Pay the AOS bill online and wait. When the AOS bill shows 'paid', then submit your I-864.

5. Pay the IV bill online and wait, When the IV bill shows 'paid', then submit your wife DS-230 and other required civil documents.

6. Wait for further notifications from NVC, NVC will inform you if any additional document is needed or the visa interview information.

Visit the link: http://travel.state.gov/visa/immigrants/nvc/nvc_1335.html. You may need to read it a few times to understand the process. I did like this. So far the process goes well without calling NVC. But this forum definitely is a good place to seek for helps and suggestions.
