Last name mising in Indian Passport

Timeline

I applied for my parents I-130 Visa and found out that their passport doesn't have LAST NAME in it. But their Marriage certificate has LAST NAME.

Also, They are unable to obtain Birth Certificate but they got Certified later from Govt authority which mentions that Birth Certificate in not found and they are planning to get certificate from my uncle(s).

Should they make their Birth Certificate with their last name on it and put different name used during their lifetime such as without LAST NAMe.

I-130 Timeline for brother-in-law (Mother-in-law applied it)

11/23/13- Received NOA1 (VSC)

8/13/2019- Touched (Needs a verification document)
