For the K1 application the foreign fiance has to fill out the G325A and sign it, and also write a letter of intent and sign it. You will have to send those to your USC fiance to be added to the package.

The foreign fiance doesn't have to "fill out" anything. It doesn't matter who does the filling out. However, the letter of intent should be signed and although there is a policy not to hold up or deny petitions for a foreign signature on the G325a, it's usually quite practical to sign and mail both the letter of intent and G325a in the same package along with the passport photo. If the petitioner has the letter of intent and passport photo in hand and is ready to file, there's only a small risk of any issue related to an unsigned G325a. I would write or type, "Will sign at Consulate" in the signature space if you send it in unsigned.
