Confused about Cr1 and Adjustment of Status

I have been looking at several forums the last several weeks about the CR1 process...some of the people paid for their i130 packet and then paid for the other packet which included the i864 and all the other documents...and they got their visa approved etc

THEN I see that some people have sent the same forms I have BUT they also included an Adjustment of Status fee upfront and have received their visas....

Now i'm confused....I thought that the CR1 meant they were already conditional without that extra step and we 2 years (minus a few months) to file adjustment of status or actually ithink the wording is Removal of Conditions....

I'm just wondering if I'm also supposed to pay for the adjusment of status for CR1..??? Any help? Just makes me confused...lol which was why we decided to do this instead of K3visa...;)
