"Here is an update. I just got off the phone with the NVC because I had a client with the same situation. Their new policy for F2A cases is to send the fee bill and start the application process after the I-130 is approved. This is because the F2A category is very "volotile" (their word) and it is possible that there may be a big jump in the F2A numbers without much warning. So they want to get their F2A cases ready in case that happens. They will not be scheduling interviews until a visa becomes available, but they are taking the fees and applications so that they can schedule interviews as soon as visas become available."

hello sir,, sorry ffor this big story. i was asked to pay the AOS and iv fee and submit thr needed documents, my PD is jst nov 2010 for my f2a visa, its no where near the current pd of aug 2007. and when I called the nvc rep says that theres no waiting for me,,, jst keep sedning the needed documents wen asked. what im confused is if the case will be completed and kept at the NVC and then wait for pd to be current? or will i get a consulate interview as soon as case completed in NVC ? "

Ricardo - Thanks! , yup F2A here with a priority date of Jan 2011...I-130 approved and case at NVC..with case number assigned.

My spouse's PD is Dec 2010. I-130 was approved on May 31 and just received NVC Case number assigned. NVC has sent a scanned copy of the letter to me that was sent to my spouse saying that since per June/July visa bulletins no visas are available for F2A, and we need to wait until NVC calls for further actions-such as setting of COA, sending AOS and other documents.

Is this kind of letter everyone received? I was thinking all F2A filers would receive COA and asked to pay AOS/visa fee bills irrespective of their PD.

Here is a quote fro that letter:

Unfortunately, visa numbers are not presently available for your use. You will be notified when further

consideration can be given to processing your application for immigration. The reason for this delay is that there

are more applicants for visas than there are immigrant visa numbers available under the limitation prescribed by

law. For some visa categories, for example F3 or F4, this delay could be many years. Should you wish to know

which priority dates are currently being processed, you may call the State Department's Visa Office at (202)

663-1541.

P3AU English right? Yeah, we received that letter too. On the other hand, i agree with, i know others too, that why not NVC start to send us COA, AOS and etc now, so atleast we become busy and forget that our PDs are far away and we can finish our cases soon. So if ever there will be a huge leap for the VB, we are ready right?

No i didnt send them anything. They just sent it to my email with a cc to my husband. So we both received the P3AU English. Dont worry, its nothing very important. You'd rather wanted to receive DS-3032 via email.

Thanks for following my Facebook page. Although it is a bit embarassing that I mispelled 'volatile'.

To everyone else, here is the deal. The normal proceedure is that after the I-130 is approved, USCIS sends the file to the DOS National Visa Center. This takes about 4 to 8 weeks. If a visa is not available when the NVC receives the file, they send out the letter telling you that you have to wait until a visa is available. They will later send a Choice of Agent letter. Then when the petition is near to having a visa available, the NVC will send the fee bills. When the fee bills are paid, they send another letter telling you to submit the I-864 and DS-230 (they are transitioning right now from the DS-230 to the online version DS-260). Once the NVC has everything, they will send the file to the consulate.

Recently I have been seeing that for I-130s in the F2A the NVC has been sending the fee bills and requesting the forms even though the visas are still far from

available. So I called the NVC and got the answer that is posted above.
