Today I received this below mentioned email from USCIS, does it mean that they just have started the processing or I am close to hear something from them. My Priority date is 21st July. hopefully it’s a good sign

The I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN was transferred and is now being processed at a USCIS office. You will be notified by mail when a decision is made, or if the office needs something from you. If you move while this case is pending, please use our Change of Address online tool to update your case with your new address or call our customer service center at 1-800-375-5283.

Texas has been real busy....I think they transfering cases to Vermont. You should call USCIS and ask them to confirm. This is a good sign, if they transfered you guys to an office which can process faster.

They do not transfer them again. They remain in Texas and are processed there. It has been taking about 45 days to process a file in Texas. That is good news for those who have been transfered to TSC. Expect a decision about 45 days from your notice date.
