Hats are sexist?

The story

I understand the general cultural standard for hats (it has a biblical basis, actually) and I really don't have a problem with separate rules for men and women.

However, I think it's far off base to call this a sexist rule. The rule applies the same standard to men and women. The expectation of the congressperson in question is that a different standard should be applied to men and women. That would, in fact, be sexist.

I have a prof who won't allow males to wear hats in his class but doesn't mind if females wear them.

I really don't have a problem with that. Just like I don't have a problem with the fact that a shirtless man on a hot day is pretty normal while a woman doing the same is problematic.

However, policies like this are in fact sexist. It's just that in a lot of situations sexism is normal and makes sense. But it's completely absurd to argue that a law (or congressional rule) that forces a universal dress-code on everyone is sexist. In fact, not doing so is what would be sexist.
