Yes, My Fiance just came back from the agency that fills out the forms,I was right, it was only the 4 forms, 230,169, photocopy of Passport and mailing label, Though they told her she didn't need to send the passport copy. And of course since she came into their office and asked the question, the fee was the same as if they had filled out the forms. It cost 150 CNY to get that 20 second answer that I have been trying to confirm for the last 3 hours.

Thanks for answering this important question that I had been searching for this morning!!

I am looking ahead to P3 although my I-129F was just forwarded to VSC recently.

Anyway, like you, I was confused by the instructions given in K_P3_Form169-May_09.pdf from Guangzhou. Reading the k-1 Guide here at VJ did not help either, because it says to send the I-134 and financial proofs to our fiancee, but it doesn't say it is for her to hand carry the I-134 and police certificate, passport photo, etc to the interview.

So, your finding is valuable here!! Your fiancee's 150 was well spent, and I am sure this answer will help others in the future!!

By the way, when you said mail 4 forms back to Guangzhou per P3 instructions, did you mean 4 items: (1) the DS-230, (2) OF-169, (3) photocopy of Passport and (4) the EMS mailing label?

I hope my answer helped. I live by reading Goverment forms and Instructions, but those instructions didn't make sense. And yes I was talking about those 4 items you listed. I apologize to all the posters who tried to help, but telling me to read the instructions didn't help. I had read the instructions before I posted. That was why I posted.I still think it is crazy to carry all those forms to the interview. I think they need all the items listed on OP169 ahead of time, so they have time to look at them and know everything is correct when my Fiance goes for her interview.But I guess we follow the instructions as given. By the way, the agency may be right about not needing a photocopy of the passport. I didn't see that requirement in the Guangzhou instructions either.

So to me, there are only 3 items to send Guangzhou in respond to Packet 3.

Actually, I gave the correct advice, the same advice that speedytax's fiancee paid for. It was right in the instructions. Mail what they specifically say to mail and then carry the rest to the interview. If you cannot read carefully, interpret literally and respond accordingly, you'll have a really hard time with this process.

To be fair, instructions are not always intuitive, that is why there are so many different guides and books written on the same subject.

If instructions and manuals were so well written, or that all of us VJ's could understand the details of the k-1 process, then there is no need for this forum. For that matter, there is no need for a Google or Wiki.

To me, the whole point of this forum is to give specific answers to questions. If all we get are "read it for yourself", then there is no need for help books and guides and forums.

I like to spell things out, so in my reply to Bill (speedytax), I listed the items so that Bill can confirm the list, and I and others in the future can know for sure and save themselves a few days or few hours of anxiety.

I feel that forums such as this should be a place for people to get confirmation and reassurance from people who "been there done that". I can see that some members are more helpful than others. Some really take time to give very detail and helpful information.

I think it is also perfectly acceptable to say "I don't know".

Thanks for your reply. You and I are obviously not communicating on the wavelength.

If you recall, my reason for posting on this thread in the first place: I was happy to find that I was not the only one a little confused with the instructions when I read Bill's posting. Since I understood exactly what he meant, I replied him to thank him for his information and to let him know he is not the only one feeling lost about the instructions.

No one else replied him with the specific items to mail back to Guangzhou. All he got was "read the instructions..."

Bill was kind enough to reply me and confirmed the items I listed were correct instead of just telling me to read the instructions.

Anyway, I think we digressed, and with all due respect, this will be my last reply with regards to "reading instructions".

Darnell, I just received my approved NOA2, but they put a paragraph on it that I am unsure about. SO I will type the entire paragraph, Is there something special I need to do? or is this a problem?

the paragraph:

The above petition has been approved and forwarded to the listed consulate.IT HAS BEEN NOTED THIS IS YOUR SECOND APPROVED I-129F PETITION AND AS SUCH,your information has been entered in a multiple visa petition tracking database.Please contact the consulate with any questions about Visa issuance. The petitioner can also file Form I-824 to request that we notify another consulate of the petition approval for Visa processing purposes.

Darnell, Is there any importance or problem with being attached to the multiple petition database.And I am sending my Fiance a copy of the NOA2 and the I-134 with supporting documents and my EOR letter. Anything else I should do now.I know you said before, we cann't email the K-1 to the consulate to speed it up, can we do anything else. I know I have been asking you for 2 months, but now that I received this letter, my mind has gone blank. Also I keep reading about calling the NVC or something like that, also about calling the State Department. Do I need to call them and about what?Thanks, Bill

Nope - this is normal - don't sweat it.

If the K-1 visa issuance on the prior I-129F petition was during the last 2 years (stopping at the current I-129F submittal date, btw)

then

you should have asked for a waiver of IMBRA inside of yer cover letter.

Don't sweat this, for now, as the petition was already approved.

but

Be Prepared to cover the prior K-1 visa holder in some detail, in a seperate cover letter to the Embassy, if you've not done that already with initial submittal OR the EOR letter .

At this stage, since yer getting really close, I strongly suggest (based on yer situation) that you ENGAGE (pay for his time) Marc Ellis for about 3 hours, for an eyeball review of all, and then DO WHAT HE TELLS YOU TO DO.

Google 'Marc Ellis Immigration' for his website and contact info.

Please read/review the OF-169 for Packet P3 over at http://guangzhou.usembassy-china.org.cn/forms_and_packets.htm sepcifically in the K Visa Instruction Packet (“Packet 3”) section. I remember reviewing that often - and basically, what I did - was to draw a Venn Diagram -

where

there WAS a list from the OF-169 of 'what to send in' and everything else, mark it as 'hand carry on interview day'.
