NOA2 delivery sig. required?

Timeline

My NOA2 text approval came on the 2oth but they mailed me the letter on the 19th. Does it come USPS certified with sig. required?

I have a letter for pickup delivered on the 18th and I am not expecting anything else.

November 2009- Met online

May 13,2010- Visited in Cebu, Philippines

July 01, 2010 I-129f mailed to Cali

July 06,2010- USCIS confirmed delivery

July 12,2010- NOA-1

July 21,2010- file touched

Nov. 19,2010- NOA2 Approved!!!!

Nov. 24, 2010- NVC received

Nov. 30,2010- Hardcopy recieved in mail

Nov. 30, 2010-case number received from NVC via phone

case forwarded to Manilla

Dec. 06, 2010- paid Visa fee at BPI

Dec. 07,2010-Embassy recieved

Dec. 28, 2010- Appt. finally scheduled

Jan. 11,2011- Medical exam

Jan. 18,2011- Interview APPROVED!!!

Jan. 19,2011- Visa printed

Jan. 22, 2011- Visa delivered

Jan. 30, 2011- Guam

My NOA2 text approval came on the 2oth but they mailed me the letter on the 19th. Does it come USPS certified with sig. required?

I have a letter for pickup delivered on the 18th and I am not expecting anything else.

Mine received text and email last NOv. 5th and after 11 days got the hard copy just in our mailbox.

Filed Petition for my Mom

2/29/2020 Filed online I-130 form and payment  

3/2/2020 Check Cleared 

3/10/2020 NOA1 Under Review and processing 

5/04/2020 Notice of approval  

5/18/2020 AOS Filling fees and IV Filling fee check cleared 

12/9/2020 Email from NVC received all fees form document that required prior to attending interview  

05/24/2021 Received mail interview schedule June 24, 2021 @10:30 am (Cancelled) due to a long quarantine decided to cancelled

11/22/2021 Case Transfer from HK US Consulate to US Embassy Manila

05/02/2022 St Luke Medical appointment

05/23/2022 Sputum test wait 2 months to released result

07/22/2022 Sputum test passed same day Immunization

07/27/2022 Interview US Embassy Manila (Refused ask Embassy request DNA test)

08/31/2022 DNA test Kit Paid (Universal Genetics)

9/13/ 2022  Embassy took the sample both me after 3 days result was 99.9999 % Positive :)

9/29/2022    Passport with visa 

10/2/2022    CFO registered online only  

10/2/2022  Paid 220 for green card

10/19/2022 Flight to USA 

10/20/2022 Arrived in Alaska USA

signature required.. by USCIS..? No! they wont waste money like that.. they ask petitioners/appplicants to provide a decent mailing address if different from the physical address. IF they send you something NOAs or Green Card etc and the postmaster returns it.. it just stays in the mail room and they wont attempt another delivery and they await action of the persons involved.

Oct 25 2012 - Sent AOS/IV Package

Oct 29 2012 - Pkg Delivered
Dec 24 2012 - Case Complete

May 17 2013 - Interview-Approved

July 19 2013 - Enter the USA
