Should I submit personal check or cashier check ($1010)?

Check payable to - U.S. Citizenship and Immigration Services

If I send via USPS express mail; can i send it to

USCIS

I would submit a personal check, so you can "track" when it is cashed.

Check payable to - U.S. Citizenship and Immigration Services

No. Make check payable to U.S. Department of Homeland Security.

If I send via USPS express mail; can i send it to

Correct. That address is for express and courier deliveries.

You also need to submit an I-130, and you should be posting here
