I saw this on the optional form 167 which was included in my packet 3.I want to know if I need to get this document.it states that:

The immigration and nationality Act requires that an applicant for a visa to establish to the satisfaction of the consular officer at the time of application for a visa, and also to the United states, that he or she is not likely at any time to become a public charge. Therefore he or she can present a statement from a senior officer of a bank showing present balance of applicant's account ,date account was opened and the number of amount of deposit and withdrawals during the past 12months. I want to know if this is required for CR1 interview or its just for immigrants who are immigrating on employment basis.

I need an answer,

You will be filling out the I-864 form, which pretty much covers the same thing, but from the petitioners point of view.
