New member, I-130, I-864 questions

Timeline

I recently got married, 2 months ago, (Sept 20, 2010) in India. My wife is an Indian citizen, I'm a U.S. citizen. I already mailed the I-130, G-325A forms to USCIS and got NOK notice. My I-130 packet is being processed in California. I have a friend, who's in the same situation as me, and he said USCIS mailed his I-130 packet for his wife from California to Texas. I guess I have about a 5 month wait till I get the new papers. My question is, do I have to file the I-864 papers from U.S? I have a permanent address in U.S, but I work in Kuwait for one year (Government contract, for a U.S. employer). It says, I-864 have to be filed from a U.S. domicile, that's why I'm asking. Also, what documents should be mailed with I-864 form? How long does it take to process the I-864 form once it's submitted? Is the I-864 form mailed to my wife in India, or to my address in U.S? Sorry if I'm asking too much questions.

1. Your domicile is still in the US even though you work overseas.

2. You need to send the tax transcripts from IRS - check out the 4506T form on irs.gov

3. NVC contacts YOU for I-864 at which time you submit it alongside the tax transcripts

4. You can send copies of transcript and I-864 to your wife.

What about DS-230 form? What about OF-169? Is that the police background check? Would that form be included in the I-864? Do I need to do the DS-230, OF-169 forms or just my wife? How long in advance can I get the DS-230 filled out?

That's done at the NVC stage, just like I-864. There are guides here that let you know what to prepare and when in each stage of the process - look under Guides section and click on NVC guide.
