What does this actually mean?

I was looking at the most recent visa bulletin, and I came across this statement:

D. OVERSUBSCRIPTION OF THE DOMINICAN REPUBLIC CHARGEABILITY

Continued heavy applicant demand for Family preference numbers has required the oversubscription of the DOMINICAN REPUBLIC chargeability for December, to hold issuances within the annual numerical limitation. The result has been the establishment of cut-off dates in the Family First and 2B preference categories which are earlier than the Worldwide dates.

After my initial moment of panic, I saw that the same paragraph is included in several recent visa bulletins, so I don't think anything is changing/has changed. I'm not going to worry about, but I am curious to find out what on earth it actually means.

Also, I thought I had read somewhere that there wasn't an annual limit for family-sponsored visas...or something like that. But when I read these bulletins I just confuse myself. Can anyone explain this to me?

I think these might affect other visa categories which are not for immediate relatives (therefore not affecting you or other CR1 petitioners). Perhaps the "other" relative categories? (i.e. siblings, children over 21, etc.)

That's what I'm hoping, but sheesh, can you get more vague and wordy? I consider myself a reasonably intelligent person...and this paragraph means absolutely nothing to me!

Excellent--that's exactly what I want to hear!!!

It's funny that such a small country apparently has such a ridiculously high number of petitions that they need a few special mentions in the bulletin every month. I can only imagine that they are basing it on number of petitions compared to the total population!

As a USC petitioner, that is music to my ears

Sometimes I wonder if DR is one of the countries with the most petitions. I know or know of so many people who have come to the states through a spouse or relative, as opposed to obtaining any other type of visa.
