The arrest of Pinochet in 2000 brings up the issue of which other leaders should be or should have been tried for atrocities committed during their rule. Here is a tentative list of modern dictators (and assorted mass murderers) and the estimated number of people killed by their orders (excluding armies they were formally at war with). In Stalin's and Mao's cases, one has to decide how to consider the millions who died indirectly because of their political decisions. The Chinese cultural revolution caused the death of 30 million people (source: the current Chinese government), but many died of hunger. Stalin is responsible for the death of 17 million Russians, but only half a million were killed by his order. Khomeini sent children to die in the war against Iraq, but it was a war, so they are not counted here. The worst genocide of recent times was committed by many hutus, not just by their leader. Needless to say, I make a big distinction between killing soldiers and killing civilians. The US killed three million people in Vietnam, but the vast majority were either regulars of north vietnam or vietcongs. I don't count those as victims of atrocity. When American presidents decided to bomb the rice fields in North Vietnam, knowing that they would only kill women and children, those are counted as genocide. (Read the end of this page for why the nuclear bombs are not considered genocide).

Mao Ze-Dong (China, 1958-61 and 1966-69, Tibet 1949-50) 49-78,000,000

Jozef Stalin (USSR, 1932-39) 23,000,000 (the purges plus Ukraine's famine)

Adolf Hitler (Germany, 1939-1945) 12,000,000 (concentration camps and civilians WWII)

Hideki Tojo (Japan, 1941-44) 5,000,000 (civilians in WWII)

Ismail Enver (Turkey, 1915-20) 1,200,000 Armenians (1915) + 350,000 Greek Pontians and 480,000 Anatolian Greeks (1916-22) + 500,000 Assyrians (1915-20)

Pol Pot (Cambodia, 1975-79) 1,700,000

When American presidents decided to bomb the rice fields in North Vietnam, knowing that they would only kill women and children, those are counted as genocide.

Doubt that rice fields were primary targets as there's plenty of rice in Vietnam but I know some bombs ended up in rice paddies.

*To the OP...only half a million killed on Stalin's orders ? That number is about as bogus as it get's. quad triple that number and it would still be short.

BUt how much bombing did we actually do on the mainland of Japan throughout the war?

Here is something to consider, the payload of a B29 was 20,000 pounds where the B52 is something like 60,000 - 70,000 pounds. So its likely but its very much apples and oranges.

If you consider that the bombing of cambodia over that period is estimated to have killed up to a million people and displaced many more, it puts it into perpsective...

Yep. You can also take into account that the bombing is directly linked to the collapse of the cambodian government and the rise to power of the khmer rouge, who racked up their own very sizeable body count and are listed in the op

This list of genocides is lacking one other atrocious genocide. During 1971, Pakistan killed 3,000,000 Bangladeshis. And 400,000 women were raped by the Pakistani army. During this genocide, Nixon Administration was aligned with and provided support to Pakistan. China, too, provided aid and arms to Pakistan. 3 million slaughtered isn't a small number. I'm perplexed as to why American students aren't taught 'bout this in school.
