"4. I have relatives living in the United States. Will this hurt my chances of getting a visa?

No. All visa applicants must declare whether they have relatives in the U.S. Consular Officers understand it is common for applicants, especially in southern Vietnam, to have family living overseas. It is also acceptable for you to live with your family members. Be honest about your family situation. We will not grant you a visa if we think that the visa is solely for you to be with family members in the USA. "

I copied this from the consulate website in HCMC. I am confused by the last sentence--it makes no sense to me.

The presumption still applies, but in an indirect way. If the beneficiary has family in the US other than their US citizen spouse, then the consulate may suspect the beneficiary married their US citizen spouse primarily to be reunited with their family in the US. There are visas available for family reunification, and the consulate expects someone who wants to immigrate for family reunification to seek the proper type of visa, and not attempt to shortcut the system by marrying a US citizen.

So, for your situation, you can reword their statement as follows:

"We will not grant you a visa if we think that the visa is primarily for you to be with family members in the USA, other than your spouse."

Timeline

It generally takes 10 years of being a US citizen for a person to bring over family members. Our neighbors just got a visa to go live with their brother in the US, So what this means is IF they think your marriage/relationship is fake and you are only married/engaged to a foreigner so that you can immigrate to be with your family then they will deny you, the same goes for student visa, and visitor visa as well. Most people dont want to wait 10 years, so that is why there is some of the fraud there is, sad but true fact.

The time has been going down, mainly because there are fewer people applying for family based visas. Unmarried sons and daughters (over 21 years old) are now about 4 years. Married sons and daughters, as well as brothers and sisters, are now about 8 years. Parents and unmarried children under 21 are immediate relatives, so there's no wait for a priority date.

This is pretty substantial because the waiting time was 5 years for unmarried sons and daughters last December, and 9 years for brothers and sisters. The time has decreased by a year. If the wait continues to decline then it should reduce the incentive for fraud, and hopefully things will ease up a little at the consulate. We can hope, anyway...
