Stop with this ####### Steve seriously. Scientists don't know why the Ozone layer naturally strengthens and weakens over time..... It's recorded doing both, without prejudice to things like CFCs....

Read the last sentence in the OP:

Just because CFCs were banned doesn't mean the damage they caused is immediately "fixed". The chlorine in CFCs catalyzes the ozone O₃ -> O₂ +ClO reaction, but then continues on to do so repeatedly until the Cl at some point gets trapped in a stable compound that can't catalyze further. There are still tons of Cl up there as a residue of our CFC use and damage is still being done to the ozone layer.

Also, although new usage of CFCs has been phased out there are still plenty of old refrigerators and AC units that continue to leak CFCs.And, HCFCs (the CFC replacements) do still release (smaller) amounts of chlorine. They are better but not perfect. Finally, there is no natural production process of O₃ in the atmosphere, meaning that even if we had zero new Cl catalysis occuring, things won't get reversed back to the original state of the ozone layer prior to CFC usage.
