I showed her the paper I printed off from the guides here at VJ (though I don't see that particular paper under the SSN guide anymore),

Which paper was this?

If it was this RM 00203.500, that is obsolete and needs to be replaced with

RM 10211.420 Employment Authorization for Non-immigrants

"Many SSA offices will not allow you to file for a SSN if your I-94 is about to expire (generally 14 days prior

to the expiration on your I-94)."

NO office going to process your application if your K-1 status is within 14 days of expiring!!!

"4. another form of valid ID (as defined in the SS-5 instructions)"

This needs to be removed. I-94, passport and birth certificate if you have it, is all you need, unless applying in the married name.

"If you need your SSN before it arrives in the mail you may ask them for an SSA-7028, Notice to Third Party of Social Security Number Assignments, to be sent to your employer or other interested third party once a SSN has been assigned."

Form SSA-7028 has been obsolete since January 2010.

Someone needs to update the SSN Guide.

I also agree that there should not be a need to show another form of ID. My fiance's passport and Visa should have been all he needed, but she insisted on another form of ID. She actually used his Mexican ID along with his passport, Visa and I-94. I find that a bit odd, but whatever works.

EM-00154 is SO obsolete. That was an emergency message to cover K-1s until POMS procedure could be updated. The POMS that was updated was RM 00203.500, and now that is obsolete. Good possibility that the person waiting on you was not even working for SSA when EM-00154 came out, and has no idea what it is.

This is what people should be referring to when stating that K-1s are eligible to be assigned an SSN based on their K-1 status and providing the I-94 as evidence, RM 10211.420 Employment Authorization for Non-immigrants.
