print DS 230 or wait for the mailed form from NVC?

All my fees have been paid and cover pages with barcode are already printed. Should I wait for the immigration packet from the NVC or can I download the form and just attach civil documents and then just mail these together with the cover page? I wish to do this right but at the same time, I do not want to waste time waiting for NVC to mail me the form as I am in the Philippines. Is this accepted by the NVC?

Yes print the cover sheets mail both the AOS and the IV package, you don't have to wait for NVC to contact you
