when is the letter of intent to marry needing to be submitted? looks to me that it's needing submitted with first submission but needs information that i'm not going to have with first submission.

In the first package you send it yes.

Then they require another that is uptodate and different at the time of the interview confirming you still intend and are able to marry.

With the petition. Some consulates require a new one at the time of the interview. I used the VJ sample exactly, just change the names and dates.

The letter of intent could not possibly require information you cannot provide right this moment.

"I (name) intend to marry (name) within 90 days of my arrival in the USA on a K-1 visa"

what else do you need? Use the VJ sample letter.

Letter of Intent from both are needed when you first submit and then again, same letters but dated later, for the interview.

If you don't have those, then most usually your petition will be returned or RFE until you provide those. Why is this a big deal for you?

The instructions tell you which one you are sending it to. Read the instructions.

Strictly speaking, the VJ sample letter is very polite and professional, but there is no requirement to provide an address (either yours or theirs) in the letter of intent. The letter of intent must state that you both intend to get married within 90 days (to each other) and have an original signature of both people.
