Please note - the OP is not asking about a spouse but about a co-sponsor, so please read his request with this in mind.

peenyandsaid - I have edited your topic title so it reads 'sponsor'. This is the correct word you wanted to use. A spouse is the word that means a husband or a wife. A sponsor is the word that means someone who makes enough money and is willing to promise to the Government that the person moving to the US won't cost money to the government. I hope this will help people give you the right answers for your questions :) .

“...Isn't it splendid to think of all the things there are to find out about? It just makes me feel glad to be alive--it's such an interesting world. It wouldn't be half so interesting if we knew all about everything, would it? There'd be no scope for imagination then, would there?”

The sponsor doesn't have to be from the same city, but they must be living in the USA. It can be a family member, friend, person from your mosque or co-worker= anyone really, as long as they are a greencard holder or US citizen, and live in the USA.

Since they kept your passport, it sounds like they believe you will find a co-sponsor easily. Or maybe your fiance was only a very small bit under the poverty guidelines, and they think he might have assets that will make up the difference? $3000 of assets (savings, shares, property) off-sets $1000 shortfall in income.
