Visa delayed because we didn't have Cenomar at interview

Uggh. This is starting to tick me off a bit. I just reviewed the interview preparation instructions, as well as the Manila-specific instructions. This is the only note on CEMONAR:

4. CERTIFICATE OF NO MARRIAGE RECORD (CENOMAR). If you have never contracted marriage, a CENOMAR (Singleness) issued by the National Statistics Office (NSO) and printed on NSO security paper should be submitted. You may call the NSO Information Center at 02-737-1111 to inquire on securing a CENOMAR or visit their web site at......

I was wondering how I missed the Cenomar information, given as tedious as I have been throughout the process. Now I see why I instantly dismissed this. Haven't I contracted marriage?? Am I missing something? I'm not the sharpest tool in the shed, but come on!!!!!

15 hours now of research. All day and night. And I can find NOTHING that indicates how long this might take. I can find nobody that this has ever happened to. I have been on every Philippines immigration site ever built. I have scanned dozens of message boards...nothing. Okay, the NSO should forward the papers to the US Embassy on the 15th. What happens after that? Will my wife get her visa in a few days? Will it take a few months? Years? Do we have to make another appointment? Will we be notified in any way as to what is going on? Sorry, too much caffeine and too little sleep. I had to vent. What is gonna go wrong next!?!?

yes that is correct.

This is incorrect. The CEMAR and NSO certified marriage license are two completely different documents. Your SO will require both at her interview though, unless the ORIGINAL certified copy of the marriage contract was already submitted to the NVC.

:wacko::blink: How is she going to get a certificate of no marriage if she is married to you? I'm concerned because my wife's Cenomar was taken by the registrar when we got our marriage license.

hi! your wife can still get a copy a cenomar even though your married already... if she don't have any marriage... it states there that she has no marriage.. but if she already or your already married.. it states there that she's married to you on the date of...(ex. mar. 2009). here in pampanga, philippines i apply for a cenomar last tuesday and got it last friday...

Yes, very true. I saw it on the list, but of course being the really smart guy that I am (haha!), I thought there is just no way we will need that document. As I understand it, they are going to send the CEMAR to the Embassy as soon as it is available, and then they will release the Visa to her. Maybe I'll browse the Philippines section, but does anybody have any idea how long this will take? Her CEMAR is supposed to be released to them on the 15th. As of now, I've got a flight scheduled to bring her to the USA on the 22nd, but I'm guessing I'm going to have to cancel the flight and re-schedule. I was just wondering if anybody had an idea how long it will take to get the visa after the CEMAR is received.

hi! me too.. i read it a couple of times in the regional forum.. thats why i got my nso cenomar before having my interview last nov. 4... anyway its best to have 1 so that you're ready whenever they'll ask for it... you may email embassy on how lost will it take...

Marriage Contract is the White Copy you get from the Local Civil Registry.

NSO Certified Copy is also just the Marriage Contract or License, just a more official copy.

CEMAR will list all marriages of the subject (if they were previously married).

i think you should let her take the CFO seminar while waiting for her visa so when her visa arrives, she can go directly to CFO for her sticker and then she's good to go; rather than waiting for the visa and then take the seminar after. i think the time for the visa to arrived would depend on where she lives in PH. If she lives in major cities (such as manila) then it won't be that long for her to get it. Right now all you need to do is go to NSO and get an NSO copy of your marriage certificate. You may need to do it online so NSO can directly send it to the embassy and the soonest you'd do this, so much the better since you already have the ticket for the 22nd.

How am I incorrect? Please enlighten me more.

Our CEMAR/Marriage Contract which was given to us by the Civil Registrar office is white while our NSO Certified Copy which was issued to us by the NSO office is green - that is what I said before & you said that I am wrong.

I am looking at both the NSO & Civil Registrar marriage certificates right now. The civil one is printed on white paper but the NSO one is printed on green security paper. Maybe I am missing something.

i think you should let her take the CFO seminar while waiting for her visa so when her visa arrives, she can go directly to CFO for her sticker and then she's good to go; rather than waiting for the visa and then take the seminar after. i think the time for the visa to arrived would depend on where she lives in PH. If she lives in major cities (such as manila) then it won't be that long for her to get it. Right now all you need to do is go to NSO and get an NSO copy of your marriage certificate. You may need to do it online so NSO can directly send it to the embassy and the soonest you'd do this, so much the better since you already have the ticket for the 22nd.

Your wife need CEMAR its takes only 1 week,and then i have my friend of mine she's annulled too.she get her visa 19days.

I am saying that the time for the visa to be sent from the embassy depends on where she lives in the philippines. If she lives in far provinces then it might take awhile but if she lives in major cities then she can get it faster. I am from cebu and i got mine in 5 days.

She lives in Manila. I understand that if they send the Visa quickly, she will have it in 2-3 days. Are you sure that they will send the Visa as soon as her CEMAR is released from NSO? That is my question. Will the Embassy take some days or weeks to process it once it is released, or will they send the Visa the next day?

NSO can't tell you what the US Consulate will do. They are agencies of different governments. A few days is the norm after submitting missing documentation.

No offense, pushyb, but let's let the FIL-AM couples handle this one, it's not China, ok?

The lady needs a CEMAR. Case closed!
