Social Security Card and Adoption

Good afternoon all...

I have some few questions, this is the background. My husband adopted my 4 year old daughter and my daughter has already a new birth certificate issued by the state of texas. We went to the Social Security Office today to change her last name to the last name of my husband. We showed to them her new birth certificate and the full and final decree of the adoption. But the person in charge their said that those documents does not prove her citizenship. Instead they ask for CRBA whis is very confusing, i wonder why they ask for CRBA when my husband is not the biological father of my daughter. They also asked certificate of naturalization and a US Passport. Now my question is, is the full and final adoption decree and her new birth certificate is not enough to show that she acquire her US citizenship? My husband argued the person in charge there but she is very firm that those documents does not prove her US citizenship becuase according to her the country of birth being put in her new birth certificate is philippines not in US. It is very confusing i don't know if she knows what she is doing and talking about. What would we supposed to put there in the country of birth when my child was born in philippines.

I can't give you specific advise about this but I do know I have read more than one story of a child from another country being adopted and years later finding out they are not US citizens because not all the proper paperwork was filed. From this I would guess there is more to it than just citizenship by adoption and I would advise a consult with an attorney or someone more familiar with this kind of situation.

Found a couple of links for you to read Here and Here.

Just by briefly reading them it appears you will have to apply for citizenship for her and it looks (again I only glanced at this) that you will have to wait two years after the adoption.

Good luck and looking for better and clearer advice here.
