Singapore Tourist Visa for Indian Citizen Green Card holder

I'm an Indian citizen with US green card, living in the US. I plan to travel to Inida with a stopover in Singapore. Would anybody know if they would grant me a visa on arrival at the Singapore airport? I called the embassy and they said that they do normally give a 96 hour visa on arrival for green card holders but it is not guaranteed. So, I was wondering if anybody else would have more info on this. Since I'm travelling next week, I need to make a decision soon whether or not to apply for a visa locally herein San Francisco.

- Currently On H1-B

- Nov 2005: married to US Citizen

- Jul 2007: started filling out forms for green card
