Can a petitioner receive full welfare benefits if they have a cosponsor?

I'm presuming the "petitioner" is a US citizen, and that the petitioner and co-sponsor signed an I-864.

The US citizen can receive any benefits they are eligible for from the US government. Whether or not they have a co-sponsor is irrelevant. The co-sponsor is not responsible for reimbursing the US government for any benefits collected by the petitioner - they made no promise to support the petitioner when they signed the affidavit.

The petitioner should not apply for benefits on behalf of the sponsored immigrant, nor include the sponsored immigrant as a dependent on their benefits application. If even part of the benefits are provided by the government with the intention that they be used to provide assistance to the sponsored immigrant then the government can go after the petitioner and/or co-sponsor for reimbursement.
