Neal,

This type of thing worked in the past when I went for my birth certificate in 2000. My birth was not registered and I had to provide my birth certificate for GC process. But, I heard that "Late registration" was possible in India at that time.

I asked my father to apply for me and he failed. I went to the village office and they told me, it is possible, but they need 1 to 2 weeks time to prepare it. In fact, most of them are sleeping in that small village office and want 2 weeks time.

During that time, 100 rupees was a big thing. I just called one officer and told him - your pocket looks empty, please accept my donation. Don't think otherwise, it is just a gift from me. He told me come back in the evening to collect my birth certificate :P

Hi LoTo,you are right.Even today this thing works mostly at all places.You did in 2000 and i also did in 2010.It was like that i went to my village office for Birth Certi in english. Now some of the village offices has started to issue BC in english version.He told me i cant issue it,because i dont know english.I told him dont worry i will fill up or i will help you,even though he was not ready.Finally after serving him Tea & Nasta he become ready.And i got it.

A coverletter for NVC for DS-230: (I sent this for my sis-in-law's case and it worked well that NVC finished the case without issuing missing document checklist letter for police clerance and just gave the interview date, and requested to submit all the documents which were not submitted with DS-230 at the time of visa interview).

Dear Sir/Madam,

Hereby, please find DS-230 application and supporting documents for (Beneficiary) xxxxxx to acquire immigrant visa (IR-1).

Please note that, at this time we were unable to obtain PASSPORT CLEARANCE CERTIFICATE from Ahmedabad Passport Office, India. According to the Passport Office, they would require either A missing document checklist letter or Interview Appointment Letter from NVC for verification purpose to issue certificate. So, for now we have attached a notarized copy of local police clearance certificate with this application (Original police clearance certificate is required to submit with the application for PASSPORT CLEARANCE CERTIFICATE).

Please provide us with the Checklist Letter of missing documents (passport clearance certificate), or an Interview Letter, so we can obtain passport clearance certificate ASAP and send it to either NVC or provide it at the time of VISA INTERVIEW.

Immigrant Visa Barcode Sheet

Cover Letter

Completely filled Form DS-230 - Part- 1 & 2.

Beneficiarys Original Birth Certificate & A Copy

Original Marriage Certificate & A Copy

That was a typo, Neal :-)

It should have been read as - "Provide the passport office PCC to the Consulate at the time of interview".

This way, if possible, NVC may eliminate the RFE (few weeks time saving) and forward the case to the Consulate. Then with interview appointment letter/checklist, the person can go to the Ahamedabad PP office, before the interview.

So question here is WILL YOU BE ABLE TO GET PCC FROM RPO AHMEDABAD IF YOU CAN SUCCESSFULLY MANAGE THE GATE-PERSON SOMEHOW ? Or the officer inside the passport office will still refuse it. I wonder if somehow we can get a instruction guide from NVC having required list of the documents for DS 230 packet. We can staple that document behind the Barcode sheet (AOS and IV bill payment)and try it. We can also include a copy of PCC from local police.(here I assume that all the officer inside are just educated and the gatekeeper is truely illiterate). I also have to go through this paranoid for my wife very soon. What do you say guys for this dumb idea to treat dumb people ?

Hello people

I could easily get the passport clearance certificate from Ahmedabad office without the checklist or interview letter

If you have a document cover sheet showing your AOS bill or DS-230 bill as paid along with the barcode, your name and the NVC Address it will be just fine.

So the thing is you just have to show your document cover sheet and they will let you in.

Atleast when i went they needed only the coversheet.

After going through the documents they will send the PCC at your home address in less than 4 working days.

I'd suggest everyone to atleast give a try and save your month waiting for an RFE and then going to get the PCC.

Yep this worked for my wife as well. From the looks of it some people have good luck with it and others dont.

I'd suggest everyone at least TRY this way. Its worth trying.

wow!!! this is absolutely ludicrous for the ahmedabad RPO to do this. Neither Bombay, B'lore nor Delhi RPOs do this (not sure about the Hyderabad; have heard horror stories about them too); where do Ahmedabad get off doing this kind of nonsense???!?! sad part here is that I'm not sure you can complain to anyone about this; NVC and USCIS are non-entities in this case...going to the INdian gov't is akin to punching yourself in the balls. the other sad thing here is that i dont think this is a money making scheme either (which would be easily solvable)...it is unfortunate ppl are being made to suffer cuz of some uneducated idiot chowkidaar who just wants to show power cuz his life is going nowhere...while my wife and I fortunately didnt go thru this (in B'lore, you just pay ppl off standard rates of 200 Rs for PCC), we did have to go thru a similar hellish process obtaining my wife's birth cert in Kerala. all these kinds of ppl should be made to go thru the similar process to understand what they're doing...either that or be castrated. i wish you guys best of luck!

06-23-2009 : my fiancee secound visit me in Egypt ( stayed 6 weeks ).

06-28-2009 : ENGAGED

10-29-2009 : I-129F Sent

01-27-2010 : my fiancee 3rd visit to Egypt ( stayed 6 weeks ) .

02-09-2010 : travel with my fiancee to turkey in a vacation (5 days)

05-25-2010 : my fiancee 4th visit to ( stayed 2 months ) .

06-03-2010 :Interview Date .

Interview Result : approved ( ya right ! )

07-01-2010 : we got a letter had my passport and over the visa stamp says ( canceled without prejudice )!!

06-29-2010 : case sent back to usa !!!

07-07-2010 : MARRIED

01-12-2011 : the letter state the k1 case is expired , and ther was no prob to file back for any kind of visa

04-25-2011 : my wife here now visiting me in egypt for 2 and half mounth yayyyyyyyyyyyy

05-18-2011 : travel with my wife to malaysia in a 1 week vaction

06-14-2011 : register our marraige papers in cairo

actually it doesnt say that in my signature at all (???). We had our interview on June 10th and got the stamped passport with the visa in hand the next day. We went to the VFS center in Chennai - you can actually pick up your visa after 4 pm the next day of the interview (at least we were able to; I dont think that has changed much over the last 6 months). hope this helps. good luck!

06-18-2010: Entered US - NEW YORK CITY and 08-16-2010: GC received! (nearly 2 months after PoE) woo hoo!
